If approved, a nine-storey residential development, will be constructed at 16-24 Lord Street and 21-27 Roseville Avenue, Roseville comprising of:

• four buildings, with 252 dwellings (including 55 affordable housing apartments)
  
• three-level basement providing a total of 344 car parking spaces

On the 20 January 2026, the NSW Department of Housing, Planning and Infrastructure (DPHI) posted on their website Hyecorp’s response to submissions (RTS) to SSD-78996460, 16-24 Lord Street & 21-27 Roseville Avenue, Roseville. Hyecorp made some very minor changes to the original plans. As a result, the proposal has gone back to the ‘exhibition’ phase. This means that our previous submissions will now be ignored unless we all renew them as part of the DPHI’s final assessment of the developer’s proposal. The deadline for these objections is 2 February 2026.

See instructions below on ‘how to submit a new objection’ HERE.  After 2 Feb, the DPHI is expected to assess and determine the developer’s application. This is likely to be our last opportunity to have a say on this development.

Hyecorp’s response is clearly very disappointing and frustrating. They make a mockery of the sound planning policy developed by Ku-ring-gai Council that the NSW Government supported in late 2025. If we do not respond to this mockery, our previous efforts will have been in vain. It is worth submitting again.

While the RTS document is 226 pages long and contains 1896 pages of appendices, Hyecorp has offered up to next to nothing to materially and meaningfully address the numerous issues raised in the Council submissions or the 367 submissions made by concerned residents objecting to the proposal.

Further, while the RTS provides a summary of the objections, Hyecorp has done very little to address any of the legitimate concerns that have been raised by local residents – particularly around the destruction of heritage, and the requirement to fit in with local character. For example, the minimal changes now proposed regarding building size include:

• The podium of the smallest tower (next to the Scout Hall) has been reduced by just one storey (from five to four), and the height of the remaining three towers has been lowered by only 1.1m to 30.1m – a reduction of just -3.5%.  This means that the height remains greater than the maximum allowed under the TOD  (28.6m).
• The number of units has barely been reduced from 259 to 252 (a reduction of -2.7%).
• Most importantly, the bulk of the building – which is one of residents’ greatest concerns in terms of local area impact – has been reduced by just -0.48% to 30,248.6m2.  That is a pitiful 144 m2 reduction.  Such a small reduction will be virtually unnoticeable, given the very large scale of this project.
  
  

The RTS states that Hyecorp will implement the setbacks typically stipulated by Ku-ring-gai Council, which they haven’t done. There is a darker colour scheme in the new document, more seating in public areas, and changes to internal designs. However, none of these changes address the inappropriateness of a building of this scale and bulk in this location.

The RTS completely dismisses the concerns raised by the independent experts engaged by ERAG (East Roseville Action Group) in relation to heritage, town planning and local character. Therefore, the issues and objections raised in your previous submissions remain the same and can be the basis for your new submission.

TIP: If you plan on ‘copying and pasting’ your previous submission into your new one: ‘copy’ the comments from your previous submission before you start your new submission. Then, when you get to the ‘comments’ section of your new submission, you can simply ‘paste’ the contents straight into the comments section and adjust accordingly.

How to write an OBJECTION:

Objections don’t need to be lengthy. Bullet points are enough. If you need ideas and want to add to your previous objection, or make a new one. This might help:

Changes made in Hyecorp’s new proposal have done nothing to address any of the above issues. 

• the proposed development will not satisfy the government’s solution for affordable housing. The statistics on housing/unit prices in Roseville are beyond the government’s definition of ‘affordable’.
  
  
• The proposal does not conform to the government’s low-to-mid-rise housing objective for the area (as per the revised and accepted TOD program)
  
  
• The government was adamant that the developer adhere to the community engagement guidelines. There has been little to no community notification and awareness. 
  
  
• The government promised to protect high-value heritage areas. This development will destroy 9 heritage homes, contradicting the government’s promise.
  
  
• The development is out of character for the local area. (A 9-storey apartment block will be an eyesore amongst a suburb of two-storey dwellings.) Overshadowing, traffic will be at a premium. 
  
  
• The Metro line goes underneath East-Side Roseville. Contrary to the proposal’s pictures, this development will be a one-off in the area due to restrictions around the Metro line below.
