Public Exhibition: NEW K’GAI TOD – DEADLINE 22 April 2025

On Monday 31 March 2024, Ku-ring-gai Councillors voted unanimously that Ku-ring-gai Council endorse the Preferred Scenario for public exhibition, as represented by the Ku-ring-gai TOD Preferred Alternative in Part 05 (Implementation Strategy) and Part 06 (LEP Plans) of the Ku-ring-gai Centres Technical Study, and other supporting information until Tuesday 22 April 2025.

These plans will dramatically change Ku-ring-gai forever.

The NSW Department of Planning, Housing and Infrastructure’s (DPHI) mandated 23,200 dwellings for Ku-ring-gai’s four TOD precincts.

Council resolved to put on public exhibition a new ‘preferred scenario’ despite community feedback favouring the ‘Scenario 3B’ that had been put on public exhibition in December 2024. The new ‘preferred scenario’ resolved to go on public exhibition until 22 April 2024 will deliver 24,562 dwellings. This does not include any additional housing that has an affordable housing bonus.

Councillors received 94 submissions in the form of written and spoken submissions at the Public Forum. FOKE understands that 70% of the submissions were against the new ‘preferred scenario’.

Council’s new ‘preferred scenario’ allows for:

  • 28 storeys in Gordon, meaning an additional 9,012 dwellings for Gordon
  • 8 storeys in Killara meaning, an additional 2,778 dwellings for Killara
  • 18 storeys in Lindfield meaning, an additional 9,419 dwellings in Lindfield
  • 8 storeys in Roseville meaning, an additional 3,353 dwellings in Roseville
  • 800 metre boundary extension means that the density will now extend beyond original 400 metre TOD boundary in Roseville, Lindfield, Killara and Gordon
  • a range of Floor Space Ratios (FSRs)
  • protection of some Heritage Conservation Areas (HCAs) but not all
  • 50% deep soil provisions. How will excavations for underground carparks impact on tall trees?



Deadline for submissions is Tuesday 22 April 2025, 5pm

Following the public exhibition deadline this new ‘preferred scenario’ may be presented to the NSW Minister for Planning for gazettal.
